Evaluation of the Milk Distribution Program in Pernambuco: an incremetal analysis

This paper aims to present the milk distribution program in Pernambuco initially called “Milk in Pernambuco” and then "Milk for All", operating since the year 2000. The program ran three federal governments and obtained greater strength through Food- PAA Acquisition Program (Milk), created in 2003 and linked to the Ministry of Social Development and Fight against Hunger - MDS, during the first Lula government. Currently this program in Pernambuco serves families in poverty conditions and aims to improve the nutritional status of these vulnerable segments of society. For analysis of the program, we used the incremental Lindblom’s model of public policy, adapted by Dye (2010). The available data showed that the program benefits about 106,500 families and 5,244 family farmers produce milk in the state. The results show that the program has been adapted over the analyzed period to better serve dairy farmers and the public in food risk conditions.
