The Amazon Hydrographic Region presents a panorama of marked organizational fragility of the public sectors related to the Governance of Water and the Water Threat. The need for an Integrated and Participatory Management System for Water Resources and the sectorization of public policies contribute to a context of environmental unsustainability for Water Management. Thus, the environmentalization of Water Resources and the regency of Water configure the actual Territorial Management of Water Resources. The objective of this article is to demonstrate the process of environmentalization of Water Resources and Water governance in the Brazilian Amazon from the operationalization of the Environmentalization Index of Water Resources in the Brazilian Amazon. This method was constituted from the implementation of an Artificial Intelligence based on a Decision Tree. This strategy benefited from data from the Water Threat Index, percentage of deforestation, percentage of dams and percentage of areas destined for commercial agriculture, resulting in a decision-making model capable of assisting the regional development of Amazonian countries.
