The 1st Free Municipal Conference on the Sustainable Development Goals (SDGs) of Divinópolis: A report on the university–government–civil society articulation in the territorial construction of the 2030 Agenda

This experience report describes the 1st Free Municipal Conference on the Sustainable Development Goals (SDGs) of Divinópolis, held on May 15, 2026, at the auditorium of the State University of Minas Gerais (UEMG), Divinópolis Unit. The objective is to document the methodological pathway, the institutional actors mobilized, and the results produced by the articulation among university, municipal government, and civil society in the territorial construction of the 2030 Agenda. The methodology combined three preparatory stages — a territorial diagnosis with 50 indicators across the Brazil/Minas Gerais/Divinópolis spheres, a systematic analysis of the 100 national proposals consolidated on the Brasil Participativo platform, and the elaboration of 12 guiding questions — and the one-day execution with approximately 80 in-person participants and 25 involved in the Axis 2 Working Group (Environmental Sustainability), led by the Research Group on Animal Nutrition and Forage (GNAFOR). The results include the consolidation of two territorially grounded proposals by Axis 2 (totaling six propositions across the Conference, in accordance with the national guideline of up to two proposals per axis) and the election of one delegate for the National Stage. It is concluded that the prior articulation between university technical-scientific knowledge and social participation qualifies collective deliberation and configures a replicable model of university extension applied to the 2030 Agenda in medium-sized Brazilian municipalities.
