The political game of sport: An ideological analysis of public policies in post-1988 Brazil

This article aims to present an analysis of the political-ideological positioning of legislative proposals regarding public sports policies in Brazil, from 1988 to the present. Through documentary and bibliographic analysis, the main legal frameworks and bills were identified and classified according to the ideological spectrum (left, center, right) of the proposing parties. The content analysis of the proposals reveals a transition in conceptions, moving from a centralized model focused on high-performance sports to a view of sport as a social right, consolidated in the 1988 Constitution. It is observed that left-wing governments tend to expand the view of sport as a tool for social inclusion and education, while center and right-wing periods focused on market-based funding models and the organization of mega-events. Ideological disputes are evident in the different emphases placed on educational, participatory, and high-performance sports, as well as in the proposed forms of funding and management. It is concluded that sports policy in Brazil is a dynamic field of dispute, reflecting political contexts and differing views on the role of the State in promoting sports practice.
