The use of Multicriteria Decision-Making Methods for the implementation of equipment to protect women victims of violence: a case study in the Amazon

Abstract

The use of multi-criteria decision-making methods aims to optimize decision-making process from sets of criteria and characteristics that are sometimes disregarded in other ways of selecting priorities for the decision task. Accordingly, decisions that require technical criteria for the implementation of public services can benefit from the use of, for example, the Analytic Hierarchy Process (AHP). The purpose of this paper is to demonstrate how and based on what objective and subjective criteria the AHP can be used to decide where to implement the Casa da Mulher Brasileira, one of the main facilities to assist women victims of violence, in the Metropolitan Region of Belém, capital of Pará, Amazon. Using as criteria Cases of Violence, Female Population in each of the five municipalities and Accessibility to them, it was verified that the capital, Belém do Pará, is the most appropriate municipality to receive the public facility within the region considered.

Author Biographies

Saulo William da Silva Costa, Universidade Federal do Pará

Received the bachelor’s degree in information systems from the Federal University of Pará (FPA), in 2017, and the master’s degree in anthropogenic studies with the Graduate Program, Amazon, in 2019, with a focus on languages, technologies, and cultural knowledge. He worked as a High School Teacher with the National Program for Access to Technical Education and Employment (Pronatec/Mediotec), Federal Institute of Education, Science and Technology of Pará (IFPA). He is currently a Contributor to the Specialization Program in information and communication technology applied to education 4.0 with Escola Superior Madre Celeste (ESMAC). His research interests include computer science, human–computer interaction, affective computing, recognition of natural languages, and social technologies.

Fernando Augusto Ribeiro Costa, Universidade Federal do Pará

Received the bachelor’s degree in tourism from the Federal University of Pará (UFPA), the degree in geography from the Federal Institute of Education, Science and Technology of Pará (IFPA/Belém), and the master’s degree in sustainable development of the wet tropic from the Graduate Program, Nucleus of High Amazonian Studies (PDTU/NAEA/UFPA). He was a Specialist in scientific communication with the Amazon by the International Program for the Training of Specialists in Development of Amazonian Areas with the Nucleus of High Amazonian Studies (FIPAM/NAEA/UFPA). Currently research on violence against the black population, from the perspective of the Necropolitics, in the Metropolitan Region of Belém and how this population articulates in the resistance to this violence.

Marcos César da Rocha Seruffo, Universidade Federal do Pará

Received the B.Tech. degree in data processing from the Universitary Center of the State of Para (CESUPA), in 2004, and the master’s degree in computer science from the Federal University of Para, in 2008, and the Ph.D. degree in electrical engineering from the Federal University of Para, with an emphasis in applied computing. He is currently an Associate Professor level IV with the Federal University of Para (UFPA). He is a permanent Professor of Postgraduate Program in anthropic studies with the Amazon (PPGEAA), a Collaborator Professor of Postgraduate Program in Electrical Engineering (PPGEE), and a Collaborator Professor of Postgraduate Program in Computer Science (PPGCC). He is a Researcher from the Operational Research Laboratory (LPO). He has authored more than 80 scientific articles. His research interests are computing science, social technologies, digital TV, computer networks, access technologies, and human–computer interaction. He is an Associate Member of the Brazilian Computer Society (SBC).
