Evaluation of operating conditions of cargo transportation by cabotage in Brazil: A multicriteria approach from the shipowners’ point of view

Abstract

The purpose of this study was to develop and apply a model to evaluate the operating conditions of cargo transportation by cabotage in Brazil, from the perspective of Brazilian shipping companies operating in this segment. The evaluation model was developed based on the Multicriteria Decision Aid (MCDA) methodology, conceived under the constructivist paradigm and with the participation of a team of experts in cabotage, who built a framework for evaluation of this transportation mode. The global evaluation of the conditions of cargo transportation by cabotage in Brazil, based on this framework, was scored 3.9, - on a scale of zero to ten, - a score considered extremely low for a segment of cargo transportation so important and with such weight to the Brazilian economy. It was concluded that this score reflects the situation of shortage, neglect, and abandonment currently faced by shipping companies that offer cargo transportation services along the Brazilian coast. This work contributes to the construction of a multicriteria evaluation model, which can be replicated for other modes of transportation, with the necessary adjustments.

Aldery Silveira Júnior, University of Brasilia

Doctor in Transportation (PPGT-UnB), Master in Administration (PPGA-UnB), Specialist in Financial Administration (ICAT-DF), Bachelor in Administration (UFRJ, UFF and UPIS), Adjunct Professor of the University of Brasília (UnB), located in the Administration Department. He has experience in Strategic Administration, Strategic Planning, Organizational Restructuring, Work Process Modeling, Financial Mathematics, Logistics and Coastwise Transportation. He participates as a researcher in the following research groups: Research Group on Transport Planning and Innovation (GPIT), Research Group on Methods and Models for Decision Support (GMAD) and Research Group on Operations, Logistics and Analysis Methods (GOMETA).

Rafael Rabelo Nunes, University of Brasilia

Professional with a solid IT background and an active teaching career, who seeks the synergy between technology and people, the engine of transformation of organizations. Currently a part-time Adjunct Professor at the University of Brasilia, where he is dedicated to teaching and researching how IT can be used strategically by people and organizations, taking into account the risks involved. He works in the structuring and maintenance of Risk Management in the Federal Supreme Court, and Professor at the University Center UniAtenas. He has a PhD in Electrical Engineering from the University of Brasilia. Graduated in Engineering of Communication Networks by the University of Brasilia, with some courses taken at the University of Porto, Portugal; Graduated in the Special Program for Teacher Training by the Catholic University of Brasilia; Master in Electrical Engineering by the University of Brasilia. He has more than 20 years of experience in Information Technology (IT), maintaining an inseparable academic and professional career. He has worked as Special Advisor to the President; Information Security Manager; Software Development Project Manager; Infrastructure Analyst; Development Analyst. In the private area, he was Network Engineer at TIM and Claro; and Professor at Estácio de Brasília University Center.

Evaldo César Cavalcante Rodrigues, University of Brasilia

Effective professor and researcher at the University of Brasilia - UnB, who holds the following titles: Doctor in Transportation/Logistics - UnB; Master in Transportation/Logistics - UnB; Specialist in Rural Administration/Agronegócio by the institutions UNITINS/UFLA; Specialist in Teaching Methodology by the institutions FCLPAA-SP/UFRJ; Bachelor in Accounting Sciences by SOEC - Sociedade de Eduação e Cultura - Faculdades IESA - DF and, Bachelor in Business Administration and Public Administration - UFRRJ. He is currently a Professor, Advisor, and Researcher in the Graduate Program in Accounting Sciences at UnB (Academic Master's Degree); in the MBA in Project Management (UnB - Brazilian Army); and, in the Undergraduate Program in the Department of Administration, he was Coordinator of Graduate Studies in the Department of Administration at UnB. He was: Deputy Head of the Administration Department; Coordinator of post-graduation of the Administration Department; Pedagogic Coordinator of the Administration Course of UnB in the EaD modality for the Federal District and States of the Northern Region; and, Internship Coordinator of the Presential Administration Course, both of the Administration Department - FACE - UnB. He has experience in the areas of Management, with emphasis on Production, Logistics and Public; and Public Accounting and Budget. He works with experiments in the following themes: Public Management; Production; Logistics; Operations; Transportation; on Accounting and Decision Support Methods. He has worked as an effective teacher at the Undergraduate and Postgraduate levels, and as a Coordinator in the following Universities UESB (06/1988), UNITINS (06/1997), ULBRA (07/1997), UEG (04/2004), UFT (09/2004), UnB (08/2007) and other IES.
