His work seeks to identify and propose implementations of international governmental strategic measures that make it possible to combat the Pandemic of the COVID-19 infection in the State of Rio de Janeiro - Such international public management measures adopted by other countries, mainly, those who have already managed to contain the infection, may come to subsidize the public containment and prevention measures of the COVID-19 Pandemic in the State of Rio de Janeiro. This work also seeks to identify and assess the impact of these containment and restriction measures on the spread of the pandemic in other countries in the face of strategic public administration measures adopted by their respective governments investigating the contagion and lethality of the disease at the end of each peak, observing in this way if the measures adopted were effective, for that reason China was adopted as a test balloon, because until the moment of the research it was the country that had already experienced the peak of the disease, besides being the original country. This work does not seek to exhaust the issue, since the pandemic is still an unknown viral spectrum in terms of dissemination and continental behavior, as we do not know how the virus behaves in each continent or hemisphere, but it serves as guidance and support so that public authorities can react immediately or, at least, appropriately through the application of public measures that minimize the effects of the virus in our State. It should also be made clear that such international public measures are contributing to the base for all federative entities in our country, other countries that have not yet been contaminated or that are experiencing the onset of the disease and even as a research base to the World Health Organization (WHO), regarding the orientation of these countries to combat the COVID-19 pandemic and also to combat future, possible, outbreaks, epidemics or pandemics.
