Coping with Covid-19 in Primary Health Care: normative documents and mortality

The objective of this study was to evaluate the state protocols for coping with Covid-19 in Primary Health Care and compare them with Covid-19 mortality coefficients. This is a descriptive documentary study, with data collected on the official pages of the State Health Departments, Strategic Information Centers on Health Surveillance, Health Surveillance Foundation of Amazonas, Coronavirus Panel of the Ministry of Health and the Brazilian Institute of Geography and Statistics. The evaluation of the items in the technical documents was performed using a checklist and classified as satisfactory, regular and unsatisfactory. Data analysis was performed using a generalized linear model with Poisson distribution with identity link function. The states classified as satisfactory had a mortality rate of 330.6/100,000 inhabitants, the regular 296.7/100,000 inhabitants and the unsatisfactory 236/100,000 inhabitants, with an estimated difference of 95 more deaths for the satisfactory ones. It is inferred that the states that effectively organized PHC acted more consistently in reporting cases and monitoring outcomes, while states with unsatisfactory classification and lower mortality rates may have presented gaps in the organization of services.
