Bioeconomy: A new path to sustainability in the Amazon?

Abstract

The assumptions of the second law of thermodynamics support the biophysical understanding of the economic theory that biodegradation of the environment is due to the effects of the entropy generated by the economy. World events between 1950 and 1970 made more evident negative effects of the dominant economic pattern. Thus, it became imperative to think about the environment in more organic terms to understand the role of human society and the importance of its actions toward sustainable development. As it promises to reconcile social, economic, and environmental objectives, this article seeks to analyze the bioeconomy as a path for sustainability in the Brazilian Amazon. The chosen study area is the Legal Amazon for considering its national relevance in issues involving sustainability. To support the analysis of qualitative and quantitative data, a literature review was carried out for a better interpretation of current phenomena involving the bioeconomy in the region. For results and discussion, descriptive statistics and time series (2010-2019) analyses were used. The study concludes that the Amazonian bioeconomy has the potential to add value to the Brazilian national product, as well as to generate local employment and to contribute towards environmental conservation through activities with low impact. Nevertheless, there are challenges such as the need to advance in the knowledge base and in the required infrastructure to promote development in the region's bioeconomy.

Graduada em Ciências Econômicas pela Universidade Federal de Roraima. Especialista em Metodologia do Ensino na Educação Superior pela Faculdade Internacional de Curitiba. Mestre em Desenvolvimento Regional da Amazônia pelo Núcleo de Estudos Comparados da Amazônia e do Caribe (NECAR) da Universidade Federal de Roraima (UFRR). Doutoranda em Ciências do Meio Ambiente e Sustentabilidade na Amazônia, na Universidade Federal do Amazonas (UFAM). Economista no Instituto Federal de Educação, Ciência e Tecnologia de Roraima (IFRR). Tem experiência na área de Orçamento, Planejamento, Controle Interno, Auditoria Interna e Processo Administrativo Disciplinar. Linhas de pesquisa: Desenvolvimento Regional Sustentável, Amazônia e Comércio Internacional. Técnica no Grupo de Pesquisa - Amazônia: Recursos Naturais e Sustentabilidade Socioeconômica e Ambiental (CNPQ).

President of Piatam Institute, Collaborating professor in the Environmental Studies Program at Washington And Lee University (USA), Economist Emeritus conferred by the Economics Council of the Amazon region. Science and Technology Adjunct director from the Amazonas State Federation of Industries (FIEAM)Current research interest focus mainly in the area of Environmental Economics and Natural Resources, with emphasis on the Economics of environmental services and economic valuation of the environment and environmental impact analysis of major projects in the Amazon. Research group leader on the Economics of Environmental Services.

Luiz Antônio de Oliveira, Instituto Nacional de Pesquisas da Amazônia

Degree in Agricultural Sciences from UNESP Júlio de Mesquita Filho (1976), Masters in Soil Sciences from the Federal University of Rio Grande do Sul (1982) and Doctorate in Soil Science (microbiology) from the University of Minnesota (1988). Head researcher at the National Institute for Research in the Amazon since January 1977, where he held the positions of Deputy Director, Area Director, General Coordinator of PG, Head of Department, Editorial Committee. Participated in the Biosafety, Sensitive Goods Committees, Alternate of INPA at CGEN. Representative of INPA in the Scientific Council and later, Board of Directors of the Bionorte Network at the MCTIC. From October 2014 to October 2016, the Vice-Director of INPA and Coordinator of Strategic Actions of the institute, chairing and participating in this period, the institutional PAC Committees and member of the Institute's Board of Directors. He is MCTIC's alternate at AMOCI. He was awarded twice with the Prof. Samuel Benchimol 2013 and 2019. He was one of the creators of the PG courses in Biotechnology (Multi-institutional), being the vice-coordinator in the first four years, and Bionorte, where he was the vice-coordinator in the first six years, ending in March 2018. He teaches postgraduate courses at INPA, State University of Amazonas (UEA) and Federal University of Amazonas (UFAM). It works in a multidisciplinary way in regional research, such as Family Agriculture, Sustainable Development, Biotechnology; has more experience in Agronomy, with an emphasis on Soil Microbiology and Biochemistry (microbial ecology, microbial metabolism, enzymes), Soil Management and Fertility, Plant Nutrition. He was coordinator of several scientific projects funded by CNPq, FINEP, FAPEAM, PETROBRAS, including large network projects, such as: General Coordinator of the CTPetro Amazônia Network (www.inpa.gov.br/ctpetro) from its beginning in 2001 until its end in 2014. It was a research network with the structure of INCT (National Institutes of Science and Technology), created in compliance with the notice of FINEP Redes Norte/Nordeste, financed by the Oil Sector Fund (CTPetro), with counterpart from PETROBRAS, aiming to recover the deforested areas for the exploration of oil and natural gas through multidisciplinary research. Eight institutions and more than 600 participants participated in this network, including researchers, students and support staff. Participating institutions: INPA, UFAM, UEA, FUCAPI, EMBRAPA/CPAA, MUSEU PARAENSE EMILIO GOELDI, UFRA and UFPA. In these nearly 12 years of activity, the network has significantly contributed to the knowledge of the flora and fauna of the Urucu River region, in the municipality of Coari, where Petrobras is the only gas and oil exploration area in the Brazilian Amazon, as well as in the development of environmental restoration technologies in the region, with research also serving as support for the training and qualification of more than a hundred undergraduate and graduate students from the States of Amazonas and Pará. He also coordinated a network project (Bionorte Network) involving teams from the States of Amazonas, Maranhão, Tocantins and Roraima, involving research and training of human resources. It had an INCT approved by CNPq in 2015, with counterpart from FAPEAM, without financial resources, with a focus on the Amazon microbiota, involving institutions from Amazonas, Tocantins, Pará and Mato Grosso. He has supervised and co-supervised more than a hundred graduate scholarship holders and undergraduate and graduate students, with more than 75 masters and doctors.
