Exploring Contractual Enforcement Mechanisms: Evidence from Federal Agencies and a Federal University in the State of Minas Gerais

Abstract

This article aimed to investigate and analyze the mechanisms used in the inspection of public contracts of a Federal University in Minas Gerais and of some federal public agencies and, in view of the results, to develop a customized tool that provides security, efficiency, training, interaction and productivity. An efficient management of public resources is a basic principle to achieve the interests of a society. The study employed consultation and application of a qualitative questionnaire with open and closed questions, respectively, with the researched entities, as well as secondary research of studies related to the theme and current legislation for data analysis. The results point to: a) deficiency in the process of training and fiscal management; b) need to modernize the tools used since the last 10 years, to register the inspection c) low or non-existent involvement of inspectors regarding the collection of the evaluation of the public that uses the contracted object. In view of the results presented, a fiscal support software will be developed with a focus on contract management that can be used by federal public universities or other federal public agencies.

Juliana Aparecida Vaz, Universidade Federal do Triângulo Mineiro

He holds a degree in Business Administration from the University of Uberaba (UNIUBE, 2015), and a Master's student in the Professional Master's Program in Technological Innovation at the Federal University of Triângulo Mineiro (UFTM, 2021). He is an Administrative Technician in Education at the Federal University of Triângulo Mineiro-UFTM in the Department of Tenders and Contracts. He has experience in the administrative area, contracts, administrative processes.

Elder Vicente de Paulo Sobrinho, Universidade Federal do Triângulo Mineiro

Degree in Electrical Engineering with an emphasis on automation, lato sensu specialist in General Administration, Master in Computer Science, Doctor in Computer Science and lato sensu specialist in Data Science and Big Data. He believes that disruptive computing technologies lead to new paradigms that will drive new companies and/or business models. It supports the spread of disruptive technologies (eg blockchain) as well as certain forms of decentralization that are associated with hacktivism. He has acted and followed the emergence of cloud computing concepts, such as: Software as a Service, Platform as a Service and Infrastructure as a Service. He has a comprehensive background in various fields (eg electrical and computer engineering). He dominates aspects of software manufacturing, in particular, issues related to development, maintenance and optimization. During his training, he was highlighted in several moments, for example: his master's dissertation was among the 10 most relevant in the XXVI Thesis and Dissertation Contest, promoted by the Brazilian Computer Society. Professionally, he has worked for more than 10 years in the area of ​​commercial automation, worked with researchers from large international companies (eg NEC) and also directly participated in several projects financed by the Brazilian government (eg CAPES, FAPEMIG). He is currently a professor at the Federal University of Triângulo Mineiro (UFTM) in the Department of Electrical Engineering.

Ana Claudia Granato Malpass , Universidade Federal do Triângulo Mineiro

Graduated in Chemistry (Bachelor) from the Federal University of São Carlos (1997), Master's and Doctorate in Sciences from the Institute of Chemistry of São Carlos - USP (1999 and 2004, respectively). During his master's and doctoral studies he worked on the isolation of secondary metabolites from marine invertebrates, using various chromatographic techniques. For the characterization of the isolated compounds, several techniques of one and two-dimensional Nuclear Magnetic Resonance were used, as well as several techniques of Mass Spectrometry. The Post Doctorate was carried out in the Biochemistry group of the Chemical Engineering Department at UFSCar working with the theoretical study of the structure-activity relationship of beta-lactam antibiotics and with the biomonitored isolation of bioactive secondary metabolites from marine and endophytic Streptomycetes strains. She is Associate Professor I at the Federal University of Triângulo Mineiro, in Uberaba, at the Institute of Technological and Exact Sciences, is part of the Bioprocesses Group of the Professional Master's Program in Technological Innovation - PMPIT - UFTM working in the Area of ​​Technological Processes and Intellectual Property and Teaching.
